With reference to your Despatch No. 186

of the 30th. August, 1918, I have the honour to forward here- -with copies of a letter from the local Military Authorities and a minute from the Harbour Master outlining the circum- -stances in which officers and crew of the German Steamship "C. Fard Laeisz" were accepted as prisoners of war.

With reference to the latter enquiry in

the 2nd. paragraph of your Despatch under reference, I may refer you to your Despatch Miscellaneous (A) of the 29th. February, 1916, in which was enclosed a print of the decision of the French Prize Court.
